National Research University “SPbSPU” Development Program

In 2010 due to the Decree of Government of Russian Federation 29 Russian higher educational institutions (HEIs) acquired the status “National Research University”. St.Petersburg State Polytechnical University became one of such institutions. Upon that status acquisition the University worked out a SPbSPU Development Program, meeting the national policy tasks of forming the innovation economy of knowledge in Russia for 2010-2019 yy. The Program objective is modernization and development of SPbSPU as a new type University, integrating multidisciplinary scientifi c research and overindustry world scale technologies to increase the national economy competitiveness.

Program tasks include:

1. Reaching a qualitatively new level of cooperation among education, science and industry in the new social and economical conditions in Russia, including development of University cooperation with the country’s leading scientifi c organizations, industrial companies and institutes of the Russian Academy of Sciences.

2. Design and improvement of educational system political model, ensuring the high quality of all-round developed, highly-skilled and competitive specialists training.

3. Leading scientifi c and technical staff training possessing the world scale competencies based on the integration of educational process with research and elaborations in University priority development directions (PDD) for the benefi t of high-technology national economy branches.

4. Establishment, implementation and distribution of multidisciplinary polytechnical knowledge and overindustry world scale science intensive technologies.

5. Ensuring prestigiousness of Russian Polytechnical education, concentration of competitive scientific and pedagogic staff in SPbSPU including the best graduates by means of creating an appealing scientific and educational environment.

6. Forming the distributed Foresightstructure of eff ectively interacting units on the basis of “problem resource-focused virtual enterprise” principle in SPbSPU – from the traditional educational core (classical departments and laboratories) to distributed network of innovation and technological centers (resource, authorized, engineering, consulting, staff professional training and retraining)

7. Establishment and development of the up-to-date scientifi c research results and University PDD elaborations commercialization system; distributed network formation for small innovation science intensive enterprises, scientifi c and implementation companies, engineering and consulting companies with University participation.

SPbSPU Program fulfillment specifies the following stages:

• I stage (2010 – 2012) – SPbSPU modernization – Joint Institute of Science and Technology (JIST) establishment, its equipment with high-technology facility and science intensive world scale technologies, design and implementation of information-analytical system and University activities results monitoring system, carrying out scientifi c and educational activities effi ciency analysis for satisfying the personnel requirements of high-technology branches enterprises, modernization of the existing programs and new educational programs design, University information infrastructure update; educational, scientifi c and innovation University activities quality management system development.

• II stage (2013 – 2016) – SPbSPU development – creating eff ective scientifi c, educational and innovation activities (on PDD within JIST) integration system; supporting young competitive graduates, possessing the key world scale competencies; attracting the leading scientists and specialists to work at the University, completing study and educational programs modernization considering the employers’ requirements; completing, in general, material and technical basis and University property complex modernization.

• III stage (2017 – 2019) – reaching the leading positions by SPbSPU in the Russian scientifi c and educational space and strengthening the positions in the global scientifi c and educational space.
